1. Introduction
Welcome to exmoneyvendors ("the Platform"). These Terms and Conditions ("Terms") govern your use of the Platform. By accessing or using the Platform, you agree to abide by these Terms.
2. Definitions
- "User" – A person using the Platform to exchange PayPal dollars for South African rands (ZAR).
- "Vendor" – A person renting their PayPal business account to process transactions.
- "Admin" – The Platform operators managing transactions, security, and payments.
- "Transaction" – An exchange of PayPal dollars for ZAR through the Platform.
3. How the Platform Works
The Platform facilitates the exchange of PayPal dollars for South African rands (ZAR) by using Vendors who rent their PayPal business accounts. The Platform ensures stability by allowing multiple Vendors to process transactions.
4. Vendor Registration and Responsibilities
4.1 Becoming a Vendor
- Vendors must register as a User before applying to become a Vendor.
- Vendors must provide PayPal business account credentials (Client ID and Secret Key) for approval.
- Vendors must maintain a sufficient ZAR balance to process transactions.
- Vendors agree to the Modified FIFO queue system for transaction selection.
- Vendors earn 8% of the total transaction amount per exchange.
- Vendors may withdraw their remaining ZAR balance at any time if they choose to stop providing services.
- Admin reserves the right to approve or reject any Vendor application.
4.2 Deposit Requirement
- Vendors must deposit ZAR into the Platform before processing transactions.
- Deposited funds are used to pay Users exchanging their PayPal dollars.
- Vendors must maintain a sufficient balance to continue processing transactions.
4.3 Vendor Selection and Transaction Processing
- Vendors are placed in the queue based on their registration order.
- The system checks if the vendor at the front of the queue has sufficient ZAR to process a transaction.
- If the vendor has sufficient balance, they process the transaction and move to the rear of the queue.
- If the vendor does not have enough ZAR, they are skipped and moved to the front again until a vendor with sufficient balance is found.
- This process ensures fairness and continuity of transactions.
5. User Responsibilities
- Users must provide accurate PayPal details for transactions.
- Users must comply with PayPal policies and local banking regulations.
- Users acknowledge that exchange rates may fluctuate, and the Platform is not responsible for rate differences.
- Users agree to pay a transaction fee of 16% of the exchanged amount.
6. Security and Fraud Prevention
- Fraudulent activities such as chargebacks or bypassing the system will result in account suspension.
- Legal action may be taken against fraudsters.
7. Liability and Disclaimers
- The Platform acts as an intermediary and is not responsible for external issues such as PayPal restrictions or banking delays.
- The Platform does not guarantee transaction speed but ensures fair processing.
8. Account Termination
- Admin reserves the right to suspend or terminate accounts if a User or Vendor violates these Terms.
- Reasons for termination include fraud, misuse of PayPal credentials, or non-compliance.
9. Amendments to Terms
- The Platform reserves the right to update these Terms at any time.
- Users and Vendors will be notified of significant changes.
